What she should have focused on is Canadian Experience Class while talking about the PR. CEC adds a lot of points to your profile. I am also enrolled at Western Univ in PhD Law programme. Rest I totally agree with her recommendations. You have to be enthusiastic and keen about learning and researching while applying for PhD.

Yes you can work. But you need to get permission from your supervisor as there are certain minimum number of hours required to study. So, you can't work full time, but definitely you can work for few hours after getting permission from your supervisor.
