Another way for Filipinos to study abroad like Switzerland is to excel in your studies at the University of the Philippines and apply for post graduate-exchange programs between other countries. These programs are government to government so usually our government sends those top-notched students/teachers at U.P., which is the state university.

The rule you cited about the chance of working directly in Switzerland after graduate studies only benefits the country by being able to hire the person "who has a unique/exceptional talent that no other European has". Therefore, if you come from a third world country and your ability/studies is not exceptional, you will just be staying in Switzerland for a long time trying to get a job like the previous rule! Nothing different about it except you get to stay for a couple of months until you have to travel back to your country because you were not successful in getting a job..
