While the show definitely painted Anika in a light that might make her a target, we never actually saw Sam say that he was thinking of targeting her. All he said was that he was thinking of playing the idol on Andy, which means he could be thinking of going for Rachel anyways. Also, all three of the women want Andy gone, not just Anika. We saw when Sam proposed saving him that Sierra was not really in favor of that plan at all.
