Yes you can submit right after the in-person meeting. You can request expedite at any time during the application process.

Does this mean that things won't be held up at NVC any longer. I expect our case to go there any day now and I'm just wondering how much long do you believe it will be before my fiancé will get to be interviewed?

What effects how long your case waits at NVC, is how big the backlog is at Manila. I expect that the opening of Philippines will result in more staff allowed to work for the embassy in Manila, and so that more cases can be interviewed each day, and hopefully the backlog whittled down.

More great information. Thank you! I’ve been living and working in China for over 2 years. I met my fiancé here. She returned to the Philippines last summer. This is great news and I plan to go see her around September of this year. What would be the best route to go about in order to go back to the states the fastest way possible? Should we marry in the Philippines and apply for a spouse visa or apply for a fiancé non immigrant visa? Thank you

As fiance visas normally are much faster than spouse visas the "faster" route to take is the K1 fiance visa. Assuming by the time you submit at the end of this year, the US embassy has made progress in clearing backlogs you will probably experience around a year from submission to visa. As I was an expat in Taiwan and Hong Kong myself for 20 years I offer services to help you submit your application while still living in China as well as after return to USA.

None. If he is not serious enough to get on the plan to meet with you, your relationship is not going anywhere, and you are not going to USA.

I plan to go to the Philippines in May to meet my girlfriend for the first time. I've been with her for a year and a half. I have to take some document to her as evidence of our relationship for when I apply for the K1 visa when I return or what do I have to do? Can you give some advice please.
