this isn’t a musical/animation question, so apologies if you don’t know, but was the hotel manager in this episode originally intended as explicitly mr moesby from suite life but legal stuff got in the way, or was he just intended as a generic character and the casting of phill lewis came later

I don't think legal stuff would be a problem here cause they're both Disney shows and Disney love their crossovers lol I'm pretty sure it's just an intentional nod, cause Ashley Tisdale plays in both shows, but it's just a guess.
