She was never truly mean't for cole. She was a witch . He was a upper level demon . This episode was so stupid because it really showed that Phoebe was really uncertain to understand the premise of why she should not marry Cole. Phoebe confused me in season 4.

Phoebe says in this episode that she feels like she has a premonition that wont come out. It was the sources magic blocking her from seeing his true intentions. And her inherent powers fighting against it. That's why she cast the spell. Those combined things made her feel like something was up
