The city paid Michael Bromwich, a political operative, to oversee the city's response to the DOJ's investigation. They paid him over $1M over the past 3 years. An expenditure like that doesn't get approved without a go-ahead from the Mayor. Much of PHXPD's misconduct has been very public. It's hard for the Mayor to say he didn't know.

Each department in Arizona needs to be investigated. Arizona law enforcement and prosecutors are not in compliance with Supreme Court ruling on Brady Doctrine and Giglio. This is in part how they can keep trampling individuals civil rights. Mohave County is frought with misconduct. Lake Havasu City is unsafe due to official misconduct in law enforcement and the municipal court.
