A few years ago they were chasing a guy with a gun. He crashed into someone's house. The home owner got him at gun point, then the police shot the home owner 7 times. How many of those officers actually intervene to stop the improper and/or illegal acts? How many report such activities to IA or up the chain of command? The answer to both questions is no. And those who do intervene or become whistleblowers commonly face fierce retaliation.
