How about this tactic that : take photo of all those thieves and print out and paste it as much as possible in all areas of market = inside and out. In front of most of the shops and inform all the shop keepers to keep an eye on these guys from time to time. In this way, these people cannot keep up changing their people as often as they do. Most of the business owners they do this and print out photos everywhere. Also, it is good to announce if okay over the mike or to your customers ahead of time by every shop owners of taking care of their belongings and alert from these photo guys.
