There's software that can be set to vary the number, and thickness of multiple layers searching for the combination that maximizes the transmission of monochromatic input light. It could take it a few hours to find the combo that worked. A substrate could be coated with the materials according to that 'recipe' maximizing laser light through the optic. It could get to 99.8% transmission.
