and in the second question we can use binomial approximation for getting the same result.I think that is the easiest way to solve these questions rather than remembering time period f'(0) always kyunki differentiation can be long sometimes with the division rule and product rule and stuff .

Even if we follow the traditional method , we need not write the equilibrium position. The force can be simplified by using (1+x)^n = 1+nx for the second part of the Force .Then put the coefficient of x in the final equation as the constant and hence calculate the time period.

He took x as distance from x=L in writing equation of the force, so in doing that he took x=L as his mean position and assigned it coordinate x=0. If you want to take it as f'(L), then x should be distance from the fixed charge, not from x=L.
