Yes - this is actually available as a complete album - it was arranged and conducted by the British conductor Robert Farnon. The album is called "Pia and Phil." (London Philharmonic Orchestra!)

Ok....she sings great notes when she is belting, however she is using Garland's phrasing for most of the song and I don't feel any yearning or loss one should feel from hearing these timeless lyrics. Singing loud can be great, but conveying what the song is about is also important.
