Piko DDR era holdover train set. The locomotive is tooled from a 1950's American model made by Athearn down to the Rubber-band drive. The DDR engineers obviously bought a few and decided to copy it, as it is a reliable if not overly fast design. Good for children.

is this a good starter set for a newbie?

Hello @Kapcio360 :) This starter set is an excellent choice for a novice, but it is a myTrain edition, which means that it is primarily intended for children and the details of the locomotive and carriages are not so elaborate, other parts such as rails and power supply are the same as in other sets. If you want to start building a railway with a more realistic appearance, I recommend choosing a set that is not in the myTrain series, e.g. PIKO 57113: kzbin.info/www/bejne/mqeZmaaQf8mrfbc Thank you for your comment, have a great day ;)
