Yes Needle Man is hard but in my opinion Shadow Man is harder if not the hardest

What makes Shadow Man such a headache is that the Top Spin is the weapon he's most vulnerable to. Using the Top Spin in general is hard and even while using it, Shadow Man can still kill you with almost as few hits as Elec Man would need in the 1st Mega Man game anyway. On the other hand, Needle Man is a piece of cake for me even with the arm cannon.

There’s also a glitch with the Top Spin where it uses up all of its energy without doing damage.

I love playing this stage every since Nintendocaprisun mentioned in his LP of MM3 that while growing up he pretended to hypnotize his sister and commanded her to beat Needleman's stage without taking a hit. According to NCS she got pretty far before finally taking a hit which is impressive since she was not into gaming.

Also, Needle Man's stage music is rather different, though definitely not one of my favorites in MM3...I'd say my favorites are probably Top Man's, Shadow Man's, and Spark Man's stage music and the boss theme.
