Godzilla can defeat Shimo. It looks like Godzilla was almost defeated by Shimo for real. Mothra had to save Godzilla in the movie; it’s pathetic. Shimo got hit by evolved Godzilla's atomic breath, and it did not scratch her. For real, fans don’t know how powerful Shimo is. Just because you see her weak does not mean she’s actually weak. She’s a hefty titan. That's why she did not kill Godzilla and Kong quickly; she held back her full power because she was fighting Skar King's control. But if Shimo froze Ghidorah and literally stepped on the ocean, freezing half of the ocean, and took evolved Godzilla's atomic breath without a scratch, she can literally turn Thermonuclear Godzilla into ice. It is confirmed that evolved Godzilla is stronger than thermonuclear Godzilla. So Godzilla better pray that he does not become Shimo's enemy, but that’s never going to happen because Shimo is a hippie titan for now. If she were male, it would be over in less than 2 seconds.
