We found the Billie Blush collection in the shop of the Disneyland Hotel but its also available in the Disney's Clothiers shop on Main Street (Disneyland Park)

It was available with Lineberty first but the keys didn’t sold out, so it’s now available in Harrington's (Main Street) for everyone.

In the Ribbons and Bows Hat Shop on Main Street, U.S.A. But I would also recommend checking the La Girafe Curieuse shop at the entrance of Adventureland. They sell the most Lion King merchandise in the resort. Both shops are located in Disneyland Park. ✨

One day Disney will get the idea of discounting all the stitch merchandise. It wasn’t very popular when the film came out and it’s even less popular now yet the gift shops are full of the rubbish from that film.
