Is there a rationalization as to why those traits would make people think that the virus is turning people into zombies or the developers just had a stroke while programming this achievement?

The fact it's got an evolution tree similar to real life rabies (bats spread it, it causes photophobia) and that another achievement related to the necroa virus is about sabotaging the cure by tricking scientists into thinking it's rabies might be it. Rabies is often the inspiration for zombies. Granted that isn't at all helpful for finding it in-game, because they decided to make the necroa virus its own thing instead of just a variant of rabies. so i'm guessing "they had dementia while programming this achievement" is the answer
