I encountered a similar glitch back in 2016 during a Graveyard Ops match - I was waiting to be joined in while the other players were going through the wave. I was able to freely move the camera around. I wish PopCap would just let us do that since it's good for getting a good view at certain things, as well as filming machinima or skits.

It's just the background, and it looks like that so the game loads faster and stuff. You can't even see it that well in the game so it doesn't really matter how good it looks

The Portal is Super Brainz's hideout. After you beat his quests, he let's you have the chest.
