Yeah, definitely. Almost twice as many tracks, ability to save ghosts and replays, proper career mode and separate arcade knockouts and tournaments (which have different tracks and modifiers depending on the chosen difficulty), ability to play tournaments and knockouts in split-screen, 3 different Hot Pursuit modes instead of just 1, ability to play as the entire police team, traffic that actually drives around the track (instead of popping up from thin air when player approaches and disappears as he gets far enough), car damage that was very impressive for its time (instead of PS1's texture swap to indicate damage, iirc), etc.
