To open the gate on military base you need a purple key card and once you have that find the console that scan the keycard so that way you will open the gate. Also there are different types of keycards as well. Hope that helps you

the use to the military outpost is to get keycards, the keycards they can drop are: red, blue and purple keycards. the red one is used to open really good loot in the bunker the blue one is used to open the bunker ( u need to 2 people with 1 keycard each to open bunker and to get out) the purple keycard is to get out of the military outpost. the orange keycard is to open the gates to the lab you can also get keycards with the mission "cargo ambush" from a dealer
