In the United States, yes you can. According to the Supreme Court cases, law enforcement can have passengers in a vehicle present identification and order them out of the vehicle. As long as the vehicle is in a traffic stop, all passengers, including the driver, are "detained" until the traffic stop is over. This also works in vice versa, meaning all passengers can be ordered to remain in the vehicle and/or a specific passenger can be told to exit/stay in the vehicle.
