Absolutely. In some cases like mine, it's more like a brain delay with the words and sentence structures are processed slowly but your mouth's already working its job. One of the ways to lightly cope it is to talk a bit like Jeff Goldblum by adding "Aah." at the beginning of almost every line so you can catch up all the things before delivering your full sentences.

This is what it's like to skype with my father. His laptop is very old and slow and can't handle Skype. Everything I say is repeated back at me with a five second delay and I have to keep talking over my own echo. By the time it reaches him he has started a new topic and I am interrupting him. This is terribly infuriating and makes me want to throw my laptop against the wall.
