well... um I think is cause the name of the song is Short Hair. And maybe some of them didn't want to actually cut their hair. Besides, the song's about getting rid of bad experiences, and in asian culture is said that hair is where the memories are kept, and if you have long hair supposedly you'd had lots of memories, so if you cut your hair, your starting you life brand new, or smt like that, I'm not really sure.
