It is available outside of Japan, though. The game has had full English subs since 2016 and I've been playing from the USA since then.

Very late reply but lol fighting games aren't like a gacha, in a gacha you just need a .png with some movement, here each one is way more complex to create with many gameplay and animation quirks, releasing a base of 12 characters and updating over the time is pretty much a fair standard.

Is it just me or does the animation frame rate visibly stutters? Is it hard to make the animation run smoothly in 60FPS in this cartoon rendered 3D art style? Combos and motions look amazing but animation framerate stutters so much that its hard to tell what is going on. and I am not talking abut the freeze frame at the end of the motion which is obviously intentional.

I dunno if its Hanaarashi but her back-step attack is almost underpowered. She can get punished by that and its performs pretty slow
