In this part of the story in my head canon, Penny meets with Arthur and the boys, chatting about whether to go to Muffy’s party, or go to Arthur’s party. She then has an idea later in the story to combine the two parties into one big celebration. She decides to have the party at Arthur’s. She tells the girls that she’s combining her and Arthur’s parties into one. Muffy is at first shocked, then realizes that combining two parties that are on the same day is a good idea.
