Before i bought the 7950x for my server i found that 1.2 is apparnetly the max set by TSMC, so i set it to 1.1, what does it matter to me though, all core i needed to stay under 90w, and preferably under 75 so the fans on this small server weren't screaming. Still wish Intel would come out with an all E core Xeon that i can thrown into LGA1700, say 48E cores with a socket power of 120w, but better multi-core performance of say that 280w 32 core thread ripper As it stands i have to hack in hardware acceleration for the Ryzen iGPU, Intel's iGPU just works but they dont make a CPU with good enough performance per-watt for my needs.

What you'll probably find based on my extensive testing is that it seems to be stable at lower SOC voltage but isn't (it'll pass OCCT, Aida, Prime 95 for hours fine), but then it'll ransomly crash out during gaming etc. My chip needs 1.33v to do 6400 stable (and I think I have a very good one), it's taken me two weeks to find this out and LOTS of testing. I might drop it down to 6200 and lower timings if it's happy at 1.3v or lower now.

Increasing SOC above 1.20v causes nothing but problems on my B650M Aorus Elite/7700x. I leave it at 1.20v but there is a process for getting a stable 6200mhz. I have to boot into windows w/stock bios settings, then shutdown and boot with EXPO enabled, then shutdown and boot again with 2033/6200. If I try to do all bios tweaks at once it will NOT boot into windows at EXPO 2033/6200. Once I follow this procedure though I'm good to go until bios update. I can get it faster with lots more tweaks and voltage but it makes zero difference in gaming far as I can tell.

VDD voltage depends on sticks, and mine arent the best. 6400c30 might require a bit more than 1.4v, so something like 1.43v "should" be ok for 6400c30. Again, depends on your sticks. Generally speaking, a-die requires around +/- 1.4v for CL30, 1.5v for CL28, 1.6v+ for CL26, and like 2.1v+ for CL24 at 6400. Anything above 1.5v usually requires cooling, so probably not recommended for daily. But yeah, every CPU is different. It could just be that yours isnt able to run 6400 stable. Plenty of CPUs out there that can boot 6400 2200, but cant run stable no matter how much voltage you push into it.

Voltage is beyond the point, the point is that the CPU can short itself and not shut down on thermal…I can go into my BIOS right now and set the voltage to 1.5 on my Intel and it won’t burn up, it will just power off..This chip is flawed from a design point, as it ages that limit of 1.3 will start to creep down, 3 years from now 1.2 might cook it..AMD is like taking a stock 2L Honda engine and strapping on a 64mm turbo off of a cumins diesel, sure she will go like a bat out of hell for half of a dyno pull, but she’ll explode, not a matter of if, but a matter of when. Stick with what works boys and girls, stop chasing saving a couple bucks and getting an extra 2%. All the stock holders are FAFOing around too, nobody in the server space is loyal, if they were then nobody would of gone to AMD, if Intel comes out with a banger than AMD will go back down to 13$. No value, just like their consumer products. AMD took a lot of risks, that’s why they came up in such a short amount of time, Intel is slowww they take their time, test test test. In the long run and for myself, I want reliability so I’m going to stick with Intel and NVIDIA, a couple good products in 3 years doesn’t mean anything to me, especially when they have all had issues.
