Jigen was commenting on the fact that Momoshiki died and had a vessel, atm he wasn't 100% sure of Momoshiki's fate. Not necessarily on the fact that he was able to get a vessel, as if it were not possible. Kaguya was sealed. Toneri was sealed. Isshiki passed a karma. Kinshiki was absorbed. Momoshiki passed a karma. Urashiki was bad and inconsistent writing.

Giovanni Benoit from my understand of the manga it’s clear that otsutski clan has a ranking system just like the previous Hyuga clan they’re was the main branch and those who work under their command , the prblm here isn’t if urashiki is capable of passing down the karma or not , the prblm is that we know literally not much on the karma , so what im about to say is purely my interpretation of what’s been said in the manga , Jigen/isshiki was shocked knowing that he managed to left the karma seal , meaning not everyone can easily pass on the karma , so it makes sense to me that urashiki couldn’t pass on the karma seal to boruto , however it stills doesn’t change the fact that he’s a trash villain

Like I said, in context, Jigen seemed more surprised that Momoshiki was able to "survive" through Karma in Boruto rather than the fact that he was "able" used Karma at all. The way this episode was written, it seems Karma is either a technique that must be willingly used. Momoshiki stated to Boruto that those who kill a god can no longer live as humans, meaning any Otsutsuki (god) can use Karma. So, either the writers forgot and it's inconsistency, or Urashiki "forgot" he could use Karma. OR like you said before, maybe Boruto already has a Karma, but Naruto having Nine Tails chakra might mean he technically has "Kaguya" chakra and cannot have a Karma.

It's annoying how people can't understand how they were able to beat him? Urashiki was said to be weaker than Momoshiki, and he could no longer use his time power. So yes a Tailed Beast Rasengan that is boosted by Borutos Wind style(basically making it almost a rasenshurikan)could decimate him. Not to mention Sasuke hit him with the Kirin, and Jiraya disabled one of his arms. Sasuke probably could of killed that man himself if they didn't constantly have him drained for no reason. Boruto does have scaling issues, but Urashikis defeat by the hands of Naruto(right aftet Naruto, but pre time skip), Sasuke, Boruto, and Jiraya makes sense. It would of been better if Borutos eye lit up, but it's not that big of a deal.

Afro you dork, the lack of animation in urashiki's movements was to show him fucking with time without actually showing him experiencing 100's of timelines - and the rasengan only bapped him becasue of jiraya's toad poison paralayzing him. #rantover
