In my educated opinion... the Damned is a weakling. I beat him multiple times with only a shield, a stone axe, and basic timing. The only way he can be moderately dangerous is if you either don't have a shield, or he catches you off-guard. Plus he looks goofy asf. 0/10 not a worthy opponent.
