Nah, it doesn't sound somber at least in my opinion. In fact, it relaxes me a lot and I always loved stopping when it rains in Mondsdat and the song plays, while Fontaine's song, knowing the context, I can't help but remember in Fontaine's story mode when Neuvillete cries, the sacrifice of Focalors and the bad time that Furina passed.@@dankonslel4116

No. Only Fontaine can have rain in it's capital city. If you enter the capital cities of other nations, the rain stops.
