Thanks Drew. Our textbook refers to this as the Hare Method, so that is vocabulary my students need to use.

Hare was the British inventor of a form of proportional representation now commonly called the single-transferable vote, which is not the system described in this video. The system described in this video was developed later as an adaptation of that method for single-winner elections by an American named Ware, and today it is generally called instant-runoff voting. The two methods are related, and often are collectively referred to as "ranked choice voting."

The Village of Arden was founded in 1900 and has used the Hare System for electing a 7-member Board of Assessors since early in its history, and still does so today. We follow the "Rules for Counting Ballots in Private Elections Under the Hare System of Proportional Representation" from the National Municipal League, New York City. The rules laid out in that document, dated December 1942, match those as explained by Ms. Hedges in this video. Although Ms. Hedges only gives a scenario with a single winner, it is the same method we use today to elect a multi-person board. We simply start with 14 or more candidates, elect those who receive the quota, and then defeat the lowest vote getter and transfer those votes to the second choice, and continue in this manner until 7 are elected. We use the term "Hare System." I am really interested in your mention of "an American named Ware" and wonder if this is Hamilton D. Ware, one of Arden's early founders or someone else in the Ware family.
