Palkia looks so weird to us all because we're so used to seeing it's normal form, it was designed to be on two legs, hence once it got two additional legs, it looks weird

I’ve personally heard rumours of it not being in Sinnoh tour as well so it’s hard to say. If it’s not at Sinnoh tour then maybe go fest next year

For it to follow tradition of GO tours, every Pokémon from the region needs to be released and released shiny

Practically every year there is an event that has a specific region as its theme, and with the event new Pokémon from that region are added, and all the shiny ones from that region are made available.For the moment there has been Kanto, Johto and Hoenn, now it's Sinnoh's turn which will be in February 2024

And often a free Mythical/Legendary Pokemon is released via a special mission
