Why 5mm obstruction is not enough for detector contacts just break, although point is locked properly?

This is called two stage safety..1. 5mm lock foul, hence detection contacts will not make. But if 5mm fails afterwards, then what? 2. 3.25 mm detection is just break after locking. This is second stage safety.
