Why do some trains have 2 horns yet play a little whistle sound? Are the horns for rural and the whistle for the city?

They were a requirement on soviet trains, they are alot quieter than the normal horns, its just to give a little audible warning that a train is about to depart for example.

Yes of course :) Here in central Europe is it common.

Well some of their electric locomotives were equipped with whistle as they don’t want to break people ear and they were built between 1950s, 1960s or 1970s
