A monotype Champion is quite bad, but not in Wallace's case. Gyarados, Tentacruel and Ludicolo aren't weak to Grass, while Whiscash and Ludicolo aren't weak to Electric. Aside from this, there are some strategies whose forces you using either fast Pokémon or defeating as soon as possible. Wailord has the very powerful Water Spout. Tentacruel has Toxic and Sludge Bomb to poison you. Ludicolo has Leech Seed, forcing you to use Aerial Ace. Whiscash has Amnesia. Gyarados has Dragon Dance and Earthquake. Milotic has great stats, Toxic and Marvel Scale Ability. However, I still prefer Steven as Champion. In a generation that there are a ton of Water-types and a Water-type Gym, it's quite redundant to have a Water-type Champion, also remembering that the Elite Four members, with the exception of Phoebe, for obvious reason, uses Water-type Pokémon.

No? Given that this was set mode, most of this battle played out as well as to the trainer's capacity. The only things bad were switch to Aggron, although Aggron is completely useless against Wallace, and not teaching Tentacruel toxic to beat Milotic, but that is understandable as TMs are single use in this Gen, and not teaching Swello Return (not everyone pre-poisons Swello, and especially this guy played the game complete fair and square by using fully healed Pokemon and not using revives and Full Restores). Sceptile knowing Thunder Punch was praiseworthy ;if it didn't then that Gyarados might have been too dangerous and he would have nothing left for Whiscash.

This battle was easy for me in the main game, all he used was water types... so I edited the ROM to give him better Pokémon and increase all trainer Pokémon's levels by 25%. Wallace now uses lv. 70s - 80s and Steven uses lv. 94 - lv. 98.

Because dragon water wouldn't have had any weaknesses other than Dragon in gen 1. You get a gyarados at level 20 - that's early/mid game...if you had a strong Pokemon with no weaknesses this early, then rest of the game would'nt have been any challenge at all. There's only one other dragon/water in the pre fairy era - Kingdra and that's a trade evolution.

Wallace's Ludicolo is nothing compared to Miror B's Ludicolo on Colosseum and the best part is taking all of them out with Ariados's Sludge Bomb when you face him in Realgam Tower but what does help is if you have Espeon or Umbreon with Toxic.
