At least some of the Kantonian trainers use Johtonian Pokémon, well within the sequel games that is. Sabrina doesn't use Slowbro or Hypno despite being options as well as Alakazam and Mr. Mime within the Kantonian games. It still baffles me even to this day that up until Generation 3, not one member of the Elite Four (other than Will) actually specializes in a party of Pokémon that is specifically centered around his (or her) own specialty type. At least Agatha gets a pass provided the only Kantonian Ghost typed Pokémon until Generation 7 are the Gengar line and Lance, to an extent, gets a pass as well provided that the only Kantonian Dragon typed Pokémon until Generation 6 (if one doesn't technically count Alolan Exeggutor from Generation 7) are the Dragonite family. The rest of them are unexcusable to say at the least. Lorelei could've used a duplicate Pokémon in her team rather than Slowbro due to limited Ice typed Pokémon options until Generation 2, Bruno never uses Heracross in Johto or the only other Fighting typed Pokémon options of Kanto being Poliwrath and Primeape, Karen doesn't use Sneasel or even Tyranitar, Koga could've used a Qwilfish as well and even Aaron from Sinnoh uses a Drapion, a non-Bug typed Pokémon, as his Ace in literally ALL of the Sinnohan games. At least the other Sinnohan Elite Four members updated their teams in Platinum.

Addressing the bird in the tower, the idea of what if there is a really big bird in this random cave was really well used around the series, Kanto specially. Instead of being forced to face some dinosaur to advance the plot, you just explore at your own leisure, and at the end, the giant elemental chicken is a reward for your troubles.
