assuming you didn't waste it not dying to the Primal or on Rayquaza in which the story does not progress without catching, Deoxys is honestly the legendary of ORAS you should always use your masterball on as iirc it is the only 100% missable legendary of ORAS

Me on my weirdo quest to catch every legendary in the game with standard pokeballs, curled up in a corner, wishing he would just stay in the pokeball. When I eventually did catch him, he was the last one. Needless to say, me giving my friend my ORAS games was less of a gift to him, and more of a way to get those memories as far away as possible.

It looks like outer space, so it's ice (not necessarily water) Err, not space but some planet(oid) with some thin atmosphere due to the icicle shape (pressure needed) and obviously a gravity strong enough to pull the initial gas/liquid "down"
