from a design standpoint it totally could have been a water/dragon dual-type, I can totally see this. I think the reason they made it ground/dragon was for balancing purposes. It would have been absurdly strong even more so then it is now! A pseudo legendary with great overall stats and only weakness to its own type(because fairy types didn't exist at the time). Garchomp would have been a nightmare to deal with in most situations because only and hand full of pokemon would be able to outspeed it and potentially OHKO it at the time.

Galarian garchomp: garchomg was forced to stay on ground since ground type, they now stay at sea cause there's less trash there. Galarian Magcargo: magcargo was in toxic gas areas, even some galarian magcargos have part of factories on there body, to survive magcargo turned into a physic. Galarian altaria: altaria was in pollution, its clouds gained the gas therefor making it into a storm cloud. Galarian starmie:starmie stayed at the toxic ocean part, since the ocean was to toxic for starmie they adapted to the environment by using the toxic water instead. Galarian Marowak: since the land was full of plastic they made use of it, for the mask they made little holes so they can breath. Galarian Tediursa:since air conditioners made it hot outside tediursa got used to it, so they became fire type Galarian Arcanine:since there was more electricity, arcanines fed on electricity and gained electric type. Galarian Tangrowth:grass wasn't fit for them since it had lots of trash, instead lives under the grass and eats bugs.

Some of these I don't see happening but there are some I think can happen. Slugma and Magcargo is based off of slugs and magma. so they probably won't go from lava to sludge, maybe go from being molten rock to molten metal but thats about it. But that doesn't mean I didn't like their designs because i did.

Anyway to give Pokemon company and designers my ideas of regional variants? Here's my thoughts. 1. Staryu and Starmie, dark and flying (Those were from space, right. At first I saw them as being baseon starfish/sea stars) 2. Lileed and Cradily, water and grass (They based on water plants and in Pokemon Snap, Cradily's water adapted) 3. Anorith and Armaldo, water and bug (They based on Anomalocaris, an underwater extinct creature) 4. Sandile evolution family, water (More crocodilian-like) 5. Hippopotas and Hippowdon, water and ground (Like real hippos) 6. Pineco, grass (This pinecone base Pokemon will evolve to tree-base Pokemon instead of Forretress
