The same locations you had for pumpcat were the same as mine, but the dialog on where to go was different. And when I went to different regions to start pump cat there, it was never in the pumpking town

You only need to go to the pumpkin town once to start it. Doesn't matter if it changes regions after you don't need to start it again. sorry if that wasn't clear
