Marlem Because the Champion is already planned out to have an important role in the story. The evil team leader sees no power in the Pokemon League, as I said earlier, the evil team leader of my fan game is not afraid to use guns. The Pokemon League Champion would be too high profile, he also wouldn't be the Grand Festival Champion either. My fan game would have both as options for player progression, Festivals or Gyms.

In the Johto gen games Koga is a member of the Elite Four. Since he is busy doing that, his daughter Janine takes over the Gym in his place. She actually also appears in the Anime a couple of time i believe. I think she had an Ariados at the time.
