Dragon Ascent being flying makes sense to me, the animation literally shows Rayquaza ascending to space before attacking the opponent, few reasons point to it being dragon other than the name. Hell, it's description says it "After soaring upward, the user attacks its target by dropping out of the sky at high speeds, although it lowers its own Defense and Sp. Def in the process."

Interesting how you picked only wrong moves for their part. By the way, legendary pokemon are genderless because to determine something’s gender it must be studied to see its genitals: since legendary/mythical pokemon appear one time in the story and there is only one per species (except for some like gen 1’s birds) they can’t be studied effectively to determine which is male and which is female. And if you’re thinking about heatran, it having a gender is the consequence of a programming error left in the games which was never removed
