Nope, and I'm not sure why people keep thinking that. Literally the only item Smogon bans is Soul Dew on Lati@s. Scope Lens, King's Rock, Quick Claw, all are legal.

I suppose it's the way you look at , from a english grammar sense it would Sin-see-noh. But however it isn't based off an english word. So if you actually took into consideration the ch- bit it would be Sin-Chee-noh. But whatever case is technically true.
