you are correct about the double yellow... the yellow lines in the middle of the road are to 1) divided the road & 2) to indicate where it is legal to pass... double solid yellow means NO PASSING either direction... for example; if you live on a 2 lane road & there was a double yellow on the road at the end of your driveway you can turn left off the roadway over the double yellow into your driveway & turn left out of your driveway over a double yellow onto the roadway.

Double yellow lines are not to be routinely crossed either, but it is allowed when making left turns into driveways, alleys and businesses. As noted on page 32 in the Washington Driver Guide: “You may cross [double] yellow lane markings, except medians, to turn left when it is safe.”

In the state where I am from it is not illegal to pull out from a drive way over a double yellow. In our driving test it just states no U-turns or passing in section where there is a double yellow present. Rules may be different in Cali though.
