Not exactly Ryan. A sheriff can block a federal agent from enforcing the laws of their specific jurisdiction and that is it. However, the agent can still enforce federal law and, in some cases, state law. What you are referring to is the Tenth Amendment. But during the Prohibition era and the ratification of the 18th Amendment and the Volstead Act, things got complicated fast as state and federal authorities were granted concurrent powers

When doing Agent 48, you should register your cars to ICA, the International Contacts Agency, or invent a car company like ICA Rentals, International Car Agency or something linked to the Hitman mythos That way the cars are not registered to you but it also helps keep the RP

Andy Perry thermal means it sees thermal heat rocks don't block thermal heat.

Realistically? There's a certain point at which even heat is undetectable. If a helicopter is trying to track someone with thermals the heat will stop just short of the cement that makes the tunnel. Only agencies that can see through even that is military of federal government. Not regular police.
