This is what happens when public servants are allowed to create political fiefdoms at City Hall and other public buildings such as police departments. They begin to believe that they are the rightful owners of this property and can make the rules as they go along, ignoring the First Amendment That Captain believes she can treat people with disrespect and demand they leave a public building. She needs to go find work in the private sector. If this woman does this in front of a camera, she probably terrorizes the community barking orders and telling people to sit on the curb and shut up and listen to her and "stop interrupting." You bring up an important point here. She did this all knowing that she was being recorded. It was a show of force and an attempt at intimidation. As I said above, everything she said and did was probably covered and protected by that same amendment #1 that the auditor is relying upon.
