Exactly,! There shouldn't be any comments or narration during a car chase. They make the commentator sound stupid: "Oh Look, There's a car!!! My gosh! Look! And it's on a freeway!!! Look again, It's a police-like car or a hazardous light or something or other - please get me ye another Red Bull."

hazards are on because he's trying to alert people the only way a regular car can. Clearly right or wrong no matter how bad this person is they clearly are trying to avoid as best they can hurting others.
