On February 5, 2024, at approximately 17:38 hours, I was dispatched to the area of Highlands Drive Southwest and Old Dixie Highway in reference to a possible kidnapping in progress. Dispatch advised that the complainant was yelling that a male subject had kidnapped them and was attempting to kill them. Dispatch further advised that they were driving northbound on Old Dixie Highway in a white BMW 4-door vehicle.
I turned southbound onto Old Dixie Highway from 9th Street Southwest. In approximately the 1400 block of Old Dixie Highway Southwest, I observed a white BMW 4-door vehicle pass me heading northbound. I conducted a U-turn and attempted to catch up to the vehicle. As I approached the intersection of 9th Street Southwest and Old Dixie Highway, I observed the aforementioned vehicle stopped at the intersection facing northbound. I observed a female attempting to exit the rear passenger-side door and flagging me down. While she was halfway out of the vehicle, the vehicle accelerated. I caught up to the vehicle and could see the two rear seat passengers waving their hands out of the vehicle as if they were motioning for help. I activated the emergency lights and sirens on my marked Indian River County Sheriff's Office patrol vehicle, and the vehicle continued to travel northbound on Old Dixie Highway. The suspect vehicle continued to travel northbound on Old Dixie Highway at speeds in excess of 70 miles per hour and then turned eastbound onto 4th Street. As the suspect vehicle approached US Highway 1, it entered the left-hand turn lane to head northbound on US Highway 1. The vehicle then made an abrupt right-hand turn heading southbound on US Highway 1. The suspect vehicle continued southbound at speeds in excess of 105 miles per hour. The suspect vehicle lowered its speeds in the 400 block of South US Highway 1, at which point I was able to safely conduct a Pursuit Immobilization Technique (PIT). The PIT was successful, and the vehicle became immobilized. The driver was taken into custody and identified himself as Phillip Daughtry.
Daughtry was detained and placed into the rear of Deputy Thomas’ patrol vehicle. I later returned to Daughtry in an attempt to ascertain a statement from him. Before I could ask any questions, Daughtry spontaneously uttered that he fled from law enforcement and led us on a high-speed chase. Daughtry additionally stated that he did not kidnap anyone and was driving to his brother’s house in Gifford. I advised Daughtry of his Miranda Rights, which Daughtry acknowledged an understanding of. Daughtry was asked if he was willing to speak with me further in reference to the incidents that transpired that night, and he refused.
I later made contact with the passengers of the vehicle at the Cleveland Clinic Indian River Medical Center where they were being treated for minor injuries.
I first made contact with Aniya Sheppard. Sheppard was the rear seat passenger that I observed attempting to jump out of the vehicle prior to the pursuit being initiated. Sheppard stated that this incident began in Fort Pierce. Sheppard stated Daughtry told her mother that he was taking them to Gifford, and all three of them refused and asked to be dropped off at a friend’s house in Fort Pierce. Sheppard stated Daughtry refused to drop them off, began driving aggressively, and stated they were coming with him. Sheppard further stated she, her sister, and her mother repeatedly told Daughtry to stop the vehicle and let them out, but Daughtry refused to do so. Daughtry continued to drive in an aggressive manner, refusing to allow them to exit the vehicle. The vehicle came to a stop, and Sheppard attempted to exit the vehicle and flag down law enforcement, but Daughtry accelerated, and Sheppard was unable to exit the vehicle. Sheppard stated this is when the high-speed chase began.
All three victims in this incident were visibly distraught and appeared to be in fear at the time of this incident. The victims were shaking, crying, and pleading for help from law enforcement. All three victims stated that they begged Daughtry to let them out of the vehicle, but he refused to do so and drove in an aggressive manner, making them unable to exit the vehicle. Additionally, Daughtry had only an ID card with a revocation as of 12-03-2015.
Through my investigation, I found probable cause for the arrest of Daughtry for three counts of false imprisonment, aggravated fleeing and eluding at high speeds with lights and sirens active, and driving while license revoked. Daughtry was issued a UTC AGOANGE for the offense of aggravated fleeing and eluding and UTC AGO4N2E for knowingly driving while license revoked. Daughtry was placed under arrest and transported to the Indian River County jail without incident.
