The thing to remember is this film is meant to be shown to law enforcement officers in training. The instructor most likely would stop the film and start a discussion with the students regarding the actions show in the film. This is not meant to discredit cops but to give examples of what is not considered acceptable behavior ranging from alcoholism, taking bribes (money or sex in this instance), slacking off on duty, and excessive force. In this film they're also showing the effect each cop's action has not only themselves but also their partners whom they bring down with their negative actions. Keep in mind, anyone could be in these situations even if they're not law enforcement where their ethics are challenged. Moreover, as old as this film is the same problems still exist so this film is still relevant.

As long as it excludes those that do hard drugs from accessing any sort of public assistance. If you lose everything due to a decision to ingest highly addictive substances, then you should accept the consequences, I don't want my tax dollar to go to helping that mess.
