Policy NAT is a type of address translation which makes a decision to translate packets based upon both the source and destination. Typically, only the source IP is matched when identifying traffic which should be translated. But sometimes, it's beneficial to identify the traffic which must be translated using both the source and destination.
In the end, a Policy NAT is still simply one of the four types of translations we've already discussed: Static NAT, Static PAT, Dynamic PAT, Dynamic NAT -- except the decision of "what to NAT" is done more granular.
