বাংলাদেশে আন্দোলনকারী শিক্ষার্থীদের ওপর আইনশৃঙ্খলবাহিনীর সদস্যদের দেখামাত্র গুলি চালানোর বিষয়ে গভীরভাবে উদ্বিগ্ন জাতিসংঘ। আন্দোলন ঠেকাতে গোলাবারুদের ব্যবহার সম্পর্কে ঢাকা এবং নিউইয়র্কে জানতে চাওয়া হয়েছে বলে জানিয়েছেন জাতিসংঘ মহাসচিবের মুখপাত্র স্টিফান ডোজারিক।
বুধবার জাতিসংঘের নিয়মিত ব্রিফিংয়ে আইনশৃঙ্খলবাহিনীর সদস্যদের বিক্ষোভকারী দেখামাত্র গুলির করার যে নির্দেশনা সরকার দিয়েছে সে প্রসঙ্গে প্রশ্ন করা হলে এ জবাব দেন সংস্থাটির মহাসচিব আন্থোনিও গুতেরেসের মুখপাত্র স্টিফেন ডোজারিক।
মানবাধিকার নীতির সব শর্ত পূরণ করে যেন শান্তিরক্ষা মিশনে আইনশৃঙ্খলবাহিনীর সদস্য পাঠানো হয় তা নিশ্চিতে প্রচেষ্টা অব্যাহত রেখেছে জাতিসংঘ বলে জানান তিনি।
বিক্ষোভকারীদের ওপর সরকারের সরাসরি গুলির বিষয়টি জাতিসংঘের শান্তিরক্ষা মিশনে দ্বিতীয় বৃহৎ শান্তিরক্ষী যোগানদাতা দেশ হিসাবে বাংলাদেশের আইনশৃঙ্খলাবাহিনীর সদস্যদের মিশনে অংশগ্রহণে প্রভাব ফেলবে কীনা ব্রিফিংয়ে জানতে চান জাতিসংঘের স্থায়ী সংবাদদাতা মুশফিকুল ফজল আনসারী।
জবাবে ডোজারিক বলেন, "আইনশৃঙ্খলাবাহিনীর সরাসরি গুলি চালানোর বিষয়টিসহ বাংলাদেশে সম্প্রতি যা ঘটেছে তা নিয়ে আমরা গভীরভাবে উদ্বিগ্ন। এই পোডিয়াম থেকে জনসম্মুখে কথা বলে যেমন উদ্বেগের বিষয়টি তুলে ধরেছি তেমনি ঢাকা এবং নিউইয়র্কে বাংলাদেশ কর্তৃপক্ষের সঙ্গে সরাসরি জানানো হয়েছে।"
তিনি বলেন, "জাতিসংঘের শান্তিরক্ষী হিসাবে যাকে নিয়োগ দেয়া হবে তার বিরুদ্ধে মানবাধিকার লঙ্ঘনের অভিযোগ আছে কীনা সেটা খতিয়ে দেখার যে নীতি তা নিশ্চিতের প্রাথমিক দায়িত্বটা নিয়োগদানকারী সদস্য দেশের ওপর বর্তায়। নিয়োগের জন্য কাউকে মনোনীত করার আগে তার বিরুদ্ধে আন্তর্জাতিক মানবাধিকার আইন লঙ্ঘনের অতীত কোনো রেকর্ড আছে কীনা কিংবা জাতিসংঘের কোনো মিশন থেকে তাকে বাদ দেয়া হয়েছে কীনা তা নিশ্চিত করা ঐ দেশের প্রাথমিক দায়িত্ব।"
ডোজারিক বলেন, "স্পষ্টতই এই ইস্যুতে আমরা সংশ্লিষ্ট দেশের সরকারের সঙ্গে যোগাযোগ অব্যাহত রেখেছি। মানবাধিকার নীতির শর্তগুলো পূরণ করেই যেন সব ধরনের পদক্ষেপ নেয়া হয় আমরা সেটা নিশ্চিত করতে চাই।"
