Raja Anand chand wanted to keep Bilaspur an independent state. In 1948 it became chief commissioner province , in 1951 part C state and remained so till 1954. He never showed any desire to merge Bilaspur either with punjab or pakistan, as you have mentioned.

But shimla was already a part of Punjab... it was merged with himachal after 1966

Yes Asha Shimla merged with Himachal after 1966 but here we are talking about Shimla Hills . Back then Shimla was the whole Shimla area , Kinnaur and parts of Kullu and Solan . Later it was reorganised.
